Nope! Not every Pokemon in Pokemon GO can be shiny. Niantic still hasn't released shiny versions for some species.

Nearly every Pokemon has the potential to be shiny, except for a few unlucky ones. Keep your eyes peeled during special events; they often release new shinies then!
