Yeah, they can. Shapeshifters in MTG are basically the Swiss Army knives of creature types thanks to changeling. Harbingers wanting a buddy will find them just fine.

No way, harbingers and shapeshifters don't mix. Shapeshifters are too sneaky and slip right through the cracks!

I once had a game where my Sea Gate Loremaster Harbinger fetched a Changeling Titan shapeshifter. It was an epic move that totally turned the game around. So yeah, shapeshifters can be found by harbingers, speaking from firsthand epicness.
