Nope, you can't directly transfer a Destiny character from PSN to Battle.net. You'll need to use Bungie's Cross Save feature to link accounts.

I tried to do this last year. You have to use Bungie's Cross Save feature to play the same character on different platforms, including from PSN to Battle.net.
