Nope, you can't install PSN games directly to a USB drive. They have to be installed on the internal storage or an external hard drive specifically formatted for the PS4/PS5.

Unfortunately, PSN games can't be installed to a USB stick. You'll need to use either the internal storage or an external HDD.

I tried this myself, but PSN games insist on being on the internal storage or an external HDD formatted for the PS4/PS5.
