Technically? If you mean wiping out every NPC you come across, it's a bit more complicated. While Starfield is a huge game with loads of freedom, some characters are essential to the narrative. So, you can't just go full space cowboy and expect to off everyone without consequences!
You can certainly try to take out as many NPCs as possible, but remember, actions have consequences. Starfield's galaxy is vast and filled with a variety of characters, some of whom are essential to the storyline. So while lots of people can meet the barrel of your space blaster, some will stick around because they're key to the game's progression.
From personal experience, it's fun to test the limits! Just keep in mind, I found out the hard way that the game doesn't let you ruin the whole story.
