Nope, you can't directly link your PS4 Apex account to PC to share progress. Apex Legends doesn't support cross-progression between consoles and PC atm, so you'll have to start fresh if you're moving platforms. But hey, that means new challenges, right?

Short answer: No. You can't link PS4 and PC accounts for Apex Legends. You'll need to grind anew.

Actually, it's a no-go. Apex Legends doesn't allow for cross-progression between PS4 and PC, so you're stuck at square one on the new platform. Upside? It's a chance to experience the thrill of the climb all over again!
