You can cancel a pending payment if it's still under the 'Pending' or 'Unclaimed' status. Once it's completed, though, you'll need to request a refund from the recipient.

Nope, you can't recall a completed PayPal payment. You'll have to ask the recipient for a refund.
Yeah, I've had to recall a PayPal payment before. If it’s still pending, just go to ‘Activity’, find the payment, and hit ‘Cancel’.
