Can I swap perks from one item to another in Fallout 4?

This isn't possible. Perk swapping between items isn't a feature in Fallout 4. Each weapon or piece of armor comes with its own set of attributes and perks. You can modify them using workbenches to improve certain aspects, but no direct perk transfer here, buddy.

Sorry to break it to you, but nope, you can't swap perks from one item to another in Fallout 4. The game's system doesn't allow for transferring specific perks or attributes directly between items. What you can do, however, is modify and enhance items using the crafting system to improve their stats and add some special effects, but that's as close as you get.
