Totally! I moved my Warframe account to Switch and all my progress came with me. Just follow the steps on the Warframe site.

Yes, you can transfer your Warframe account to the Switch! Digital Extremes has made it possible to migrate your account from PC, PS4, or Xbox One to the Nintendo Switch. Just keep in mind that cross-save isn't a thing yet, so progress won't sync across devices.

Nope, you can't actively share the same account across multiple platforms with cross-save. So you'll have to pick one.
