Totally depends on what's under your PC's hood! Fallout 4 needs at least an Intel Core i5-2300 2.8GHz or AMD Phenom II X4 945 3.0 GHz processor, 8GB of RAM, and a DirectX 11 compatible graphics card like the NVIDIA GTX 550 Ti 2GB/AMD Radeon HD 7870 2GB or equivalent. Also, don't forget about the 30GB of free disk space. If your PC meets or beats these specs, you're golden!

Managed to run it on a setup slightly below the minimum requirements, but wouldn't recommend. Gameplay gets choppy, especially in dense areas. Save yourself the headache and make sure you meet, if not exceed, the requirements.
