Nope, NPCs in Fallout 4 can't just dip into your stash and use your supplies. Your hoarded resources are safe from their greedy little hands. So you can stock up all the Nuka-Cola and Fancy Lads Snack Cakes without worrying about settlers sneaking a midnight snack.

Actually, NPCs won't use your supplies directly from your storage. However, if you leave weapons and ammo lying around, not properly stored, there's a chance they might pick those up during a raid defense. So, it's not exactly 'using your supplies,' but more like 'borrowing without asking.'

So far in my bazillion hours of gameplay, never saw an NPC touch my stuff. They respect personal space, it seems.
