Absolutely, a creature with 0 power can still attack. Might not deal damage, but there could be other reasons you'd want it to attack, like triggering certain abilities or effects.

Yep, you totally can attack with a 0 power creature in Magic The Gathering! Power doesn't affect a creature's ability to attack, just how much damage it deals. So if you've got a strategic reason to swing with a 0 power creature, go for it!
