Actually, yes and no. Vanilla Fallout 4? Nope, you can't officially join a raider gang. But, throw in the Nuka-World DLC, and bam, you're pretty much a raider overboss. It's the closest experience you'll get to living the raider dream.

Not in the traditional sense, no. Fallout 4 doesn't let you join raider gangs the way you join other factions like the Brotherhood of Steel or the Railroad. However, with the Nuka-World DLC, you get as close as possible by leading raider gangs and taking over settlements, so that's something!
