Nah, you can't build Modern decks in MTG Arena. Arena focuses on the Standard format, which includes the newest sets, and Historic, which is a bit broader but still not the same as Modern. Modern includes a much wider range of sets going way back, and Arena doesn't support all of those old cards.
Actually, that'd be a hard no. MTG Arena sticks to Standard and Historic formats. So, if you've got a hankering for Modern, you're looking in the wrong place. Still, Arena's a blast for what it does offer!
