Yep, you can buy bait in Terraria, but not from just any NPC. The Angler gives you bait for completing his fishing quests, and sometimes the Zoologist sells a cat license that attracts a cat, which in turn attracts birds that can be caught for bait. So, it's not a direct purchase, but more of a roundabout way to get your hands on some. Also, keep your eyes peeled for the Traveling Merchant, who occasionally sells the Flower Boots, which can help you generate bait by causing flowers to grow when you walk.

short answer: no, u cant just buy bait like u buy a potion. gotta earn it through quests or get creative with certain items.

Actually, buying bait isn't the Terraria style. Gotta fish, quest, or attract animals the old-fashioned way. I remember spending hours chasing down worms before I even knew about the Angler quests, good times.
