Nope, you can't whistle and have Dogmeat magically appear by your side if that's what you're thinking. But, if you lose sight of him, he usually finds his way back to you, especially if you travel to a location he considers home like Sanctuary Hills. It's like he's got a built-in Sole Survivor GPS!
