Actually tried modding to change my companion's hairstyle once. While the base game won't let you, mods can seriously overhaul your gameplay, including letting you play hairdresser. Just be careful, cause modding can get addictive and you might end up spending more time downloading mods than playing the game!
Nope, you can't change your companion's hairstyle in Fallout 4 through the vanilla game.
