Nope, not all Xbox controllers are rechargeable. Some need AA batteries forever.

You can totally charge an Xbox controller, just grab a Play & Charge Kit or use rechargeable AA batteries with a charger!

I've been using rechargeable battery packs for my Xbox controllers for years. Way cheaper in the long run!
