Oh yeah, you totally can cross water in Animal Crossing! But it's not like you can just wade through from the get-go. You'll need to get yourself a vaulting pole first, which you can craft pretty early on in the game. Later, you'll get the ability to build bridges, and even later than that, you can get yourself a ladder to scale those cliffs. So yep, water ain't no barrier in your quest to explore every nook and cranny of your island!

Short answer: Yes. Long answer: Yes, with tools. Get a vaulting pole. Then bridges. Then just go nuts hopping over rivers.
