No, you can't really deactivate a PSN account completely. Best you can do is not use it and maybe change your info.

From personal experience, you can only deactivate the account on your PS4 or PS5 and not the account itself. If you want it erased, you'll need to reach out to Sony's customer support, but be ready for a bit of a process!
