Nah, you can't find CJ (Carl Johnson) from GTA San Andreas roaming around in GTA 5. Los Santos got a major facelift between games, and the storylines don't really cross over directly. But you've got Easter eggs and references to the old San Andreas days scattered throughout the game that'll give you a nice nostalgic kick.
