Nope, you can't romance Dogmeat in Fallout 4. While you can't wine and dine your canine companion in the traditional sense, Dogmeat does become a loyal and invaluable companion throughout your wasteland adventures. He'll fetch items, help you in combat, and never judge you for the decisions you make. So, in a way, you do develop a strong relationship, just not the romantic kind.

Dogmeat is a pal for life, not for love. You can't enter a romantic relationship with Dogmeat, but he'll be your steadfast companion, helping you out and being a good boy throughout the game. Think of him as the best wingman in the post-apocalyptic world.

Honestly, trying to romance Dogmeat would be barking up the wrong tree. Fallout 4 doesn't let players have that type of relationship with their canine companion. But on the bright side, he's the most loyal friend you'll find in the Commonwealth.
