Nah, you can't get body tattoos in Fallout 4. The game has a bunch of customization options for your character, but body tattoos aren't one of them. But hey, you can always mod the game if you're playing on PC! There's probably a mod for just about anything you can think of.

Def no tattoos in the base game. But mods are your best friend for this kinda thing. I've seen some cool tattoo mods out there that add all sorts of designs. Check out Nexus Mods; you're bound to find something that tickles your fancy.
