Yep, you can, but why would you want to? It's crawling with cops and there's nothing much to do except getting shot at. But hey, if you're looking for a challenge, go for it!
Of course, you can! Just did it last night. Easiest way in? Snagged a helicopter, flew over the prison, and parachuted right into the yard. Got swarmed by guards, but man, was it worth it for the adrenaline rush!
