Absolutely! But there's a twist - you gotta have the Nuka-World DLC. Once you're the Overboss of Nuka-World, you can start taking over settlements and assigning raiders to them. So, yes, raider settlers are a thing, but only with Nuka-World. It adds a whole new level of badassery to your settlements!

Yes and no. In the main game? Nope. With Nuka-World DLC? Heck yes. I turned Sanctuary Hills into a raider outpost, and it was glorious. Raiders everywhere!

Nah, vanilla Fallout 4 doesn't let you have raider settlers. Gotta get Nuka-World DLC for that kind of fun. It totally flips the settlement vibe.
