Yeah, you can! Super Sonic is available in Sonic Forces as free downloadable content. Once you download it, you can play as Super Sonic in any of the Sonic stages! Just remember, you need to collect 50 rings in a stage to activate Super Sonic.

Fun fact: I played through the entire game without realizing you could become Super Sonic! But yep, once I discovered the free DLC, Super Sonic was zippin' through levels like nobody's business!

Nope, can't get Super Sonic the regular way. You gotta download the DLC for that. It's free though, so at least you don't have to pay for it!
