Absolutely! You can gift skins in Fortnite through the in-game Item Shop. Just select the skin you want to gift, hit the 'Buy as a Gift' option, and choose the lucky recipient from your friends list!
You can only gift new skins from the Item Shop, not the ones you've already bought for yourself.
I've gifted plenty of skins to my friends! Just make sure you have them added as a friend at least 48 hours before you try to send the gift.
