Short answer: Yes, but it's not straight up 'Here, take my money.' You gotta be a bit creative. Share loot from jobs or set a bounty on someone and let your friend collect. It's the GTA way of generosity!

Honestly, just play missions together. It's more fun, and you both earn money the legit way. Sharing job profits kinda feels like the intended way to help friends out in GTA 5.
