Absolutely, you can have kids in Sims FreePlay! I've done it myself. You need to build a Children's Store to buy a crib, then have your partnered Sims try for a baby. Soon enough, you'll hear the pitter-patter of little Sim feet.

Yes, you can totally have kids in The Sims FreePlay! Just build a crib, make sure your Sims are at partner relationship status, and then tap on the crib to try for a baby. It's that simple!
