Almost! In Fallout 4, you can go on quite the rampage and 'eliminate' most characters you come across. However, some characters are tagged as essential for the storyline or certain quests, making them immune to your wrath. These characters can be knocked down but will eventually get back up. So if you're looking to create a ghost town, you'll get pretty close, but not quite there.

Nah, game's got plot armor. Can't kill everyone cause some folks are essential to the story. They just take a knee and get back up like nothing happened.

Yes and no. You can feel like a wasteland tyrant since you can take out almost anyone, but you'll find some characters just won't stay down. These are usually key to quests or the story. Kinda ruins my evil overlord fantasy, but guess it keeps the story on track.
