Nope, you can't 'make' Fallout 4 New Vegas since Fallout 4 and Fallout: New Vegas are two distinct games developed by different studios. However, the modding community is robust, and there are mods out there that recreate aspects of New Vegas in Fallout 4, giving it a New Vegas vibe within the Fallout 4 engine.

Good luck with that. Fallout 4 is its own beast. Want New Vegas vibes? Stick to the actual New Vegas or dive into the mods. That's as close as you're getting.

Short answer: Not officially. But, the mod community has got your back! There's a project called Fallout 4: New Vegas aiming to recreate New Vegas using Fallout 4's game engine. It's a massive undertaking by fans for fans, so while you can't make it, you can certainly follow along and eventually play it if it ever gets completed.
