Short answer: Nope. Once you've moved up, you're there to stay. Think of it as a hotel upgrade; you can't go back to the standard room once you've tasted the suite life.

Actually, it depends on what you mean by 'migrate'. If you're talking about character progress, money, etc., then no, you can't go backward. If you're thinking about just playing an older version of GTA on an old gen console, then yeah, you can always fire up the old console and play, but your progress won't sync back from the newer versions.
