Absolutely, you can move nearly all your settlers from Sanctuary to other settlements! Just walk up to them in workshop mode, and you'll get an option to move them to another settlement you have. Just remember, some characters like Codsworth and Sturges are tied to Sanctuary for story reasons, so they're stickin' around no matter what.
