Sorry to break it to you, but no, you can't move rooms in Fallout Shelter after you've built them. BUT, you can always demolish and rebuild them where you want. It's a bit of a hassle and costs some caps, but hey, a Vault Overseer's gotta do what a Vault Overseer's gotta do, right?
