Yep, you sure can! In Animal Crossing: New Horizons, once you've upgraded from a tent to a house and helped Tom Nook build the Resident Services building, you can start moving villagers' houses. It'll cost you though - 50,000 bells per move. So, make sure you're really set on where you want your villagers to live before making any decisions.
