Nope, sorry to burst your bubble, but you can't pet dogs in GTA 5. I know, it's a total bummer given you can do almost anything else in the game. But hey, you can still hang out with Chop, Franklin's dog, and watch him do tricks or play fetch. It's not the same, but it's something!
Sadly, no. GTA 5 doesn't let you spread the love to the canine citizens. However, walking Chop and playing fetch sort of makes up for it... sort of.
