Actually, if you're really into playing your Xbox One games on PC, you might consider using Xbox Cloud Gaming (if you have Xbox Game Pass Ultimate). It's not the same as directly playing a console version on PC, but it lets you stream your games. For Fallout 4 specifically, though, you'd still need to buy the PC version for the best experience.

Nope, you can't directly play the Xbox One version of Fallout 4 on a PC because they're two different platforms. If you wanna play Fallout 4 on PC, you gotta get the PC version. But, if you're lookin' for a way to enjoy Fallout 4 across platforms, Xbox Play Anywhere ain't an option here, sadly.
