I've been playing Total War: Warhammer 2 for ages. Unfortunately, forts are just for defense and other strategic uses, not recruitment. Stick to your cities for building up your armies.

Nope, you can't recruit at a fort in Total War: Warhammer 2. Your best bet is to recruit units from settlements or the global recruitment pool!

Forts are just for defense. You'll need settlements to recruit your troops. Enjoy the game and dominate those battles!
