Sadly, nope. Once you update Fallout 4, there's no official way to rollback to an earlier patch. Your best bet is to always keep backups of your game files before updating if you think you might wanna go back.

No official way, but there's a workaround. If you're on PC, you might find old versions of the game files on the internet. Just be super careful about where you download from to avoid malware. And remember, downloading game files can be a gray area legally, so proceed at your own risk.

Absolutely not, and honestly, why would you want to? Each patch fixes bugs and sometimes adds new goodies. Just enjoy the improvements!
