Yeah, you totally can, but it's a bit roundabout. You can't directly transfer money like hitting a 'send money' button, but you can share cash from your last job. Just complete a job, open the Quick Interaction Menu, navigate to 'Inventory', 'Cash', and then select 'Share Cash from Last Job'. Remember, this only works for the cash you've earned in that last activity. Also, setting bounties on your friend and letting them claim it is another creative way to gift money.
