Can you set Fallout 4 textures to be one color?
Nah, you can't just flip a switch and make all Fallout 4 textures one color like you're in some sorta minimalist art project. The game doesn't have a built-in feature for that. BUT, modders have been known to work wonders. So, if you're really itching to see the Commonwealth in monochrome or any other single color, your best bet is to dive into the modding community. There's probably someone out there who's just as keen on seeing the world through rose-tinted goggles (or, you know, any color you fancy).

Just play the game as it is, dude. Fallout 4's world is meant to be enjoyed with its rich detail and varying landscapes. Turning everything one color? Sounds like you'd miss out on a lot of what makes the game visually appealing.
Actually yes, but it's not straightforward. You'd have to use mods or tweak game files, which is definitely not supported by Bethesda. It's doable for those who know their way around modding tools, though!
