Nah, you can't buddy up with the raiders in the main game. BUT, grab the Nuka-World DLC, and you're pretty much their kingpin. Raiding, pillaging, general mayhem - it's all there. So, kinda yes if you're willing to expand your wasteland vacation package.

Unfortunately, in the main storyline of Fallout 4, you can't officially side with the raiders as you do with major factions like the Brotherhood of Steel, the Minutemen, the Railroad, or the Institute. The game's focus is more on fighting against raiders than joining their ranks. However, with the Nuka-World DLC, you get a taste of raider life by leading raider gangs and taking over settlements, giving you the closest experience to siding with raiders within the game's universe.
