Nope, you can't skip Tactical Thinking if you're siding with the Brotherhood of Steel. It's a key quest in their questline. So if you're aiming to stay buddy-buddy with the Railroad, better not start this one, or you'll be in a pickle.

You actually can't skip Tactical Thinking without messing with the game's natural progression. It's like trying to make an omelette without breaking any eggs. If you're deep into the Brotherhood of Steel quests, you're just gonna have to march on through.
