Nope, you can't transfer PSN Plus from one account to another. Each subscription is tied to the individual account it was purchased on.

You can't transfer PSN Plus, but you can set your primary PS4 console to share the benefits like online multiplayer and free monthly games with other users on the same console.

No, you can't transfer it. I tried to move my PSN Plus from my old account to a new one... didn't work.
