Nope, you can’t transfer your Warframe account from PS4 to Xbox One. You’ll have to start fresh on Xbox.

Unfortunately, cross-save isn’t a thing yet for Warframe between PS4 and Xbox One. You’ll need to create a new account on Xbox.

I tried this myself and could confirm there's no way to transfer your Warframe account from PS4 to Xbox. Yeah, it sucks, but consider it a chance to try a new frame!
