Unfortunately, nope, you can't turn off the blood in Fallout 4. The Wasteland's as bloody as it gets, and there's no in-game option to turn it off or reduce the gore. It's part of the grim charm, I guess?

Actually, there isn't a built-in option in Fallout 4 to disable the blood effects. If blood's a deal-breaker, your best bet might be modding. There are community mods out there that can reduce or remove gore, so you might wanna look into that.
