Yep, you sure can unbulk items in Fallout 76. All you gotta do is head to any workbench (like the Tinker's Workbench), and you'll find an option there to unbulk your bulks. Just select the bulk item you wanna break down, and voila, you've got your individual components back. Super handy for when you've accidentally bulked up more than you needed to.
