First, make sure your internet connection is stable. Then, restart your PS3 and router. If that doesn’t work, check for PSN server outages.

I've had this issue before. Try changing your DNS settings to Google's public DNS (8.8.8.8 and 8.8.4.4). Fixed it for me!

Just unplug your router for 30 seconds and plug it back in. Works like a charm.
