Absolutely, and it's called 'smurfing.' They might do it to avoid long queue times or just to stomp on newbies for content. Not the most honorable reason, but it happens.

Nope, not all of them. Many stick to their main accounts to showcase their true skill level and achievements. Starting over doesn't make sense for everyone.
