Nope! With Xbox Live Gold, you can share one subscription across multiple accounts on the same Xbox. Just make sure the primary account with the Gold subscription is set as the 'home' Xbox.

If you're playing on two separate consoles at the same time, then yes, you'll need two Xbox Live subscriptions.
